Program Overview
The Federal Contractors Chamber of Commerce (FCCoC) presents the Federal Contracting – Pre-Award Program Specialist™ Certification Program (Mastery Level)—a rigorous and comprehensive course developed for acquisition professionals, contracting officers’ representatives, proposal managers, and federal business developers seeking mastery of the federal procurement process before contract award.


This program builds deep expertise in the regulatory, procedural, and analytical elements of the pre-award phase, with primary emphasis on FAR Parts 5, 6, 10, 11, and 15, as well as FAR Part 19 small business considerations that influence competition and acquisition strategy.
