FCCoC GSA Program Specialist™ Training Program

Elite training that forges contractors into mission-ready GSA operators

This GSA Program Specialist™ track is built as a “mastery-level” program: disciplined, modular, outcome-oriented, and designed for contractors who demand operational precision and strategic alignment with federal acquisition realities.

Program Overview & Rationale

GSA contracting offers powerful access to federal procurement channels — but success requires more than capability: it demands mastery. The GSA Program Specialist™ program delivers that mastery. It equips participants to navigate GSA’s regulatory, procedural, and tactical landscape with the same discipline demanded in high-stakes defense contracting.

Just as FCCoC’s ChamberEdu™ and other workshop tracks provide structured, compliance-driven training, this program is tailored to produce GSA-savvy contractors ready for sustained performance. (the FCCoC...)

Training Modules & Curriculum Structure - The program is divided into six core modules, each with focused workshops — analogous to FCCoC’s mastery-level and advanced-workshop design.

 Module Focus & Purpose

Module 1 – GSA Environment & Strategy Orientation: GSA mission, structure (FAS, PBS), channels, how GSA supports DoD, agencies, and the broader federal marketplace. Contractors learn where they fit, and how to position accordingly.

Module 2 – GSA MAS / Schedule Fundamentals Mastery of Multiple Award Schedule (MAS) mechanics: SINs/categories, NAICS/PSC mapping, pricing strategy, Commercial Sales Practices (CSP), the Price Reductions Clause, and offer preparation.

Module 3 – Systems & Tools Warfare Hands-on training: eOffer/eMod, FAS Catalog Platform, GSA Advantage, eBuy, SAM.gov for GSA, and other digital systems. Participants get live walkthroughs and practical exercises in system navigation and compliance submission.

Module 4 – Contract Administration & Compliance Discipline Post-award execution: modifications, renewals, audits, Option Years, compliance maintenance, regulatory adherence (e.g., GSAR, GSAM, FAR parts relevant to GSA). Develop internal SOPs aligned to GSA requirements.

Module 5 – Capture, Proposal & Order Operations How to identify, analyze, and compete for GSA task orders, BPAs, RFQs, IDIQs; build compliant, competitive proposals; understand ordering procedures; execute pricing and technical strategies aligned to evaluation criteria.

Module 6 – Capstone & Mission Qualification Simulation-based exercise: navigate full lifecycle (offer → award → modification → task order → performance). Final evaluation includes documentation compliance review, pricing strategy defense, and “after-action” compliance & performance planning. Graduates earn “GSA Program Specialist™” certification.

Outcomes & Certification

Upon successful completion of the Capstone module — including compliance review, system proficiency, and proposal/award simulation — participants are awarded the “FCCoC GSA Program Specialist™” certificate.
