The Federal Contractors Chamber of Commerce (FCCoC) Qualified Past Performance -Past Experience Program is designed to provide qualified and vetted contractors with an opportunity to perform bartered and volunteered service in exchange for documented past performance evaluations that support their ability to secure future federal contracts.
This initiative ensures that capable small businesses, new market entrants, and underutilized firms can build verifiable Past Performance -Past Experience performance while delivering meaningful contributions to government projects, prime contractors, or other qualifying entities.

The primary objective of the program is to bridge the experience gap for contractors who possess the skills, expertise, and qualifications to execute federal projects but lack a robust history of past performance required for competitive bidding. By completing bartered work engagements, contractors gain credible performance assessments from vetted entities, allowing them to strengthen their future bids and increase their competitive standing in federal acquisitions.

Access to Past Performance Opportunities -Contractors are matched with our partner non-profits, or other like entities requiring services under a bartered agreement. Work performed is assessed under the same CPARS-aligned performance standards as a traditional federal contract.
How It Works
Contractor - Non-Profit
Application & Vetting: Contractors and Non-Profits alike, apply to the FCCoC; pay the enrollment/ vetting fee of $499.00[annual], submit letter of interest, resume- qualifications, past work history (commercial or government), and capability statements for review and vetting.
If approved, you will be matched with a non-profit partner for support. In some cases, documents and support may be required. Failure to provide additional support if required will forfeit the vetting fee. Matching & Agreement: Contractors are matched with our non-profit partner seeking bartered services.
FCCoC develops a clear Statement of Work (SOW) / Performance Work Statement (PWS) outlining deliverables, timelines, and performance criteria. Performance Execution: The contractor executes the work to meet agreed-upon standards.
Evaluation & Documentation
Upon successful completion, the entity provides a formalized past performance evaluation aligned with CPARS and FAR standards to FFCoC for review; this review ensures the report to comply with CPARS and FAR standards.
Certification & Future Use
Contractors receive the formal Performance Certification, and the documented experience can be submitted in future federal contract proposals.
Legal & Ethical Compliance
The program adheres to federal procurement regulations, ensuring that all documented past performance evaluations are based on legitimate work performed. Strict conflict-of-interest policies are enforced to prevent favoritism or unethical practices. Participating contractors and entities must disclose their bartered agreements to ensure transparency.
