fy26-Past Performance -Past Experience Program

Program Overview

The Federal Contractors Chamber of Commerce (FCCoC) Qualified Past Performance -Past Experience Program is designed to provide qualified and vetted contractors with an opportunity to perform bartered and volunteered service in exchange for documented past performance evaluations that support their ability to secure future federal contracts.

This initiative ensures that capable small businesses, new market entrants, and underutilized firms can build verifiable Past Performance -Past Experience performance while delivering meaningful contributions to government projects, prime contractors, or other qualifying entities.

Objective

The primary objective of the program is to bridge the experience gap for contractors who possess the skills, expertise, and qualifications to execute federal projects but lack a robust history of past performance required for competitive bidding. By completing bartered work engagements, contractors gain credible performance assessments from vetted entities, allowing them to strengthen their future bids and increase their competitive standing in federal acquisitions.

Key Features & Benefits

Access to Past Performance Opportunities -Contractors are matched with our partner non-profits, or other like entities requiring services under a bartered agreement. Work performed is assessed under the same CPARS-aligned performance standards as a traditional federal contract.

  • Vetted & Qualified Participants- Only pre-screened, highly capable contractors are eligible to participate, ensuring quality deliverables and compliance with federal acquisition best practices. Our stringent verification process ensures that both the contractor and the recipient of the services are acting in good faith.

  • Standardized Performance Evaluations- Work performed under the program results in formalized, documented past performance records that contractors can leverage in future solicitations. Our evaluations cover quality, timeliness, cost control, and management capabilities, aligning with CPARS evaluation criteria.

  • Alternative Compensation Model- Contractors provide services without traditional financial compensation, receiving instead favorable past experience endorsements that enhance their ability to win future work. This program functions as a strategic investment for businesses looking to break into federal contracting or strengthen their track record.

  • Strengthened Small Business Participation- By offering a pathway to legitimate past performance, the program helps small businesses overcome barriers to entry in federal contracting. Minority-owned, women-owned, service-disabled veteran-owned, and other disadvantaged businesses receive targeted support through this initiative.

How It Works

Contractor - Non-Profit

Application & Vetting: Contractors and Non-Profits alike, apply to the FCCoC; pay the enrollment/ vetting fee of $499.00[annual], submit letter of interest, resume- qualifications, past work history (commercial or government), and capability statements for review and vetting.

If approved, you will be matched with a non-profit partner for support. In some cases, documents and support may be required. Failure to provide additional support if required will forfeit the vetting fee. Matching & Agreement: Contractors are matched with our non-profit partner seeking bartered services.

FCCoC develops a clear Statement of Work (SOW) / Performance Work Statement (PWS) outlining deliverables, timelines, and performance criteria. Performance Execution: The contractor executes the work to meet agreed-upon standards.

Evaluation & Documentation

Upon successful completion, the entity provides a formalized past performance evaluation aligned with CPARS and FAR standards to FFCoC for review; this review ensures the report to comply with CPARS and FAR standards.

Certification & Future Use

Contractors receive the formal Performance Certification, and the documented experience can be submitted in future federal contract proposals.

Legal & Ethical Compliance

The program adheres to federal procurement regulations, ensuring that all documented past performance evaluations are based on legitimate work performed. Strict conflict-of-interest policies are enforced to prevent favoritism or unethical practices. Participating contractors and entities must disclose their bartered agreements to ensure transparency.

Conclusion

The Federal Contractors Chamber of Commerce (FCCoC) Qualified Past Performance -Past Experience Program is a game-changing initiative designed to level the playing field for small businesses, new federal contractors, and underutilized firms. By exchanging high-quality services for documented past performance, contractors gain the credibility they need to successfully compete for federal contracts, while agencies and prime contractors benefit from cost-effective, vetted professional services.
