This exclusive FCCoC service provides a centralized, searchable directory of qualified subcontractors from across the nation, enabling prime contractors, federal agencies, and corporate partners to easily find, vet, and engage small business teams aligned with their project and compliance needs.


Whether you're looking to grow your business through subcontracting, or you're a prime in need of high-performing partners to meet small business participation goals, the FCCoC directory bridges the gap between opportunity and readiness.


Our Mission

The mission of the FCCoC Subcontractors’ Registration & Directory Services is simple yet powerful:


To increase small business participation and success in federal contracting by streamlining connections between subcontractors, primes, and public/private sector buyers.
 

We accomplish this by: 

Ensuring our qualified members' Subcontracting Notices of Intent are visible to all prime contractors at every stage of the federal contracting lifecycle.  

We hold prime contractors accountable to their approved subcontracting plans and participation goals, and we hold federal agencies accountable to their subcontracting objectives and oversight of large business compliance.

  • Providing visibility to certified and experienced subcontractors across all NAICS sectors 
  • Facilitating teaming and partnerships for competitive proposal development 
  • Accelerating subcontractor readiness through access to FCCoC training, templates, and tools 
  • Serving as a trusted national clearinghouse for subcontracting opportunities across DoD, VA, GSA, and other federal agencies

Requirements:


  • Completed FCCoC Subcontactor Directory registration
     
  • DUNS Number and Unique Entity ID (UEI)
     
  • Active SAM.gov registration
     
  • NAICS codes identified
     
  • Basic capabilities statement uploaded
     
  • No active suspension or debarment
     
  • U.S.-based with verifiable contact information
     

Advantages:


  • Listed in FCCoC Subcontractor Directory
     
  • Eligible for general visibility to prime contractors and agencies
     
  • Access to FCCoC foundational training (compliance, teaming, and proposal basics)
     
  • Eligible to receive Notices of Intent for subcontracting

🛡️ Tier 2: Certified Contract-Ready Subcontractor Requirements:


  • Meets all Tier 1 requirements, plus:
     
  • Completed FCCoC Subcontractor Readiness Program or approved equivalent
     
  • Verified past performance (minimum 1 contract or subcontract past performance reference within 3 years)
     
  • Valid small business certification (SBA, WOSB, VOSB, HUBZone, etc.)
     
  • Capability statement meets FCCoC formatting standards
     
  • Active participation in at least one FCCoC industry committee (e.g., GSA, VA, DoD)
     

Advantages:


  • Priority listing in FCCoC directory searches
     
  • Highlighted profile in matchmaking and teaming events
     
  • Eligible for FCCoC Notices of Intent (NOIs) to prime contractors
     
  • Access to teaming and joint venture invitations

  • Meets all Tier 2 requirements, plus:
     
  • Multiple federal past performance records (2 or more completed contracts / subcontracts)
     
  • Positive performance evaluations or client references
     
  • Demonstrated compliance with subcontracting performance standards
     
  • Completion of advanced FCCoC contracting modules (pricing, audit readiness, subcontract compliance)
     
  • Letter of recommendation from an FCCoC partner, prime contractor, or agency
     
  • Leadership or speaker role within an FCCoC initiative or committee
     

Advantages:


  • Featured as a “Go-To Subcontractor” in FCCoC materials and recommendations
     
  • Priority consideration for corporate matchmaking, large prime referrals, and exclusive teaming opportunities
     
  • Invitation to participate in high-visibility procurement roundtables and policy discussions
