GAO issues decisions regarding federal bid protests, appropriations law, and other legal matters.
Federal agencies are required to award government contracts in accordance with numerous acquisition laws and regulations. If a party interested in a government contract believes that an agency has violated procurement law or regulation in a solicitation for goods or services, or in the award of a contract, it may file a bid protest with our office. GAO provides an inexpensive and expeditious forum for the resolution of bid protests.
FCCoC “Speaking with Confidence” is a program designed to help you build confidence in researching, presenting, and articulating your knowledge of federal contracting topics. The goal is for participants to be comfortable engaging in conversations with federal officials about various procurement opportunities, even in high-pressure situations.
In the basic sessions, participants focus on presenting and representing their organization during the early stages of the federal contracting process, leading up to the award. Participants will have the opportunity to identify procurement challenges, issues and concerns, as well as enhance their ability to clearly articulate their position and define their organization’s related capabilities.
In the advanced sessions, participants will research assigned procurement case law and present their findings publicly using the IRAC method. IRAC stands for "Issue, Rule, Application, Conclusion" – a structured approach to legal analysis.
In the mastery-level sessions, participants may be required to present their findings before a board, speak to a group, or create detailed presentations that complement their case law research.

The Federal Contractors Chamber of Commerce (FCCoC) Past Performance-Past Experience Program is designed to provide qualified and vetted contractors with an opportunity to perform bartered work in exchange for documented past performance evaluations that support their ability to secure future federal contracts. This initiative ensures that capable small businesses, new market entrants, and underutilized firms can build verifiable past performance while delivering meaningful contributions to government projects, prime contractors, or other qualifying entities.
Objective
The primary objective of the program is to bridge the experience gap for contractors who possess the skills, expertise, and qualifications to execute federal projects but lack a robust history of past performance required for competitive bidding. By completing [4] bartered work engagements, contractors gain credible performance assessments from vetted entities, allowing them to strengthen their future bids and increase their competitive standing in federal acquisitions.
FCCoC Contract Administration Training is a cornerstone program designed to equip federal contractors with the practical knowledge and skills necessary to manage government contracts with confidence and compliance. This highly focused training offers participants a comprehensive understanding of post-award responsibilities, including contract modifications, invoicing, performance monitoring, records management, and closeout procedures.
