FCCOC Defense business enterprise

The FCCoC Defense Business Enterprise operates as the Executive Branch of the Federal Contractors Chamber of Commerce (FCCoC), serving as the command authority where innovation, industrial capability, and national defense priorities are aligned with mission clarity, disciplined execution, and operational excellence.


The Defense Business Enterprise commands a unified network of member companies spanning the full Defense contracting battlespace: information technology and cybersecurity; construction and A/E operations; commercial–military unmanned systems; artificial intelligence and medical sciences; aviation and aerospace; language and intelligence support; PPE and advanced manufacturing; robotics; semiconductors and recycling; ship repair; fire science;  safety operations, and others. Together, these capabilities form an integrated, resilient, and mission-ready industrial base postured to support current and future Defense requirements.


As the central business command within the FCCoC Defense structure, FCCoC-HQ sets priorities, synchronizes industry effort, and converts market intelligence into executable strategy. Through disciplined governance, specialized defense councils, and cross-domain working groups, the Executive Branch accelerates capability development, strengthens industry readiness, and ensures every member—emerging or established—possesses the tools, intelligence, and partnerships required to operate effectively in a dynamic Defense acquisition environment.


The Federal Contractors Chamber of Commerce is not a traditional trade organization—it functions as a Defense Business Enterprise Headquarters. Through unified command, data-driven decision-making, and leadership development, the FCCoC advances its mission to strengthen, elevate, and empower the federal contracting force. The Enterprise stands as a force multiplier—enhancing readiness, expanding strategic advantage, and setting the operational standard for excellence across the Defense contracting landscape.

Executive Membership in the FCCoC Defense Enterprise is reserved for organizations and leaders who demonstrate operational credibility, strategic relevance, and a sustained commitment to advancing the U.S. Defense Industrial Base. Membership is selective, performance-oriented, and mission-aligned.

EXECUTIVE MEMBERSHIP TIERS & PRICING

The FCCoC Defense Enterprise is structured on tiered authority, disciplined access, and mission contribution. Membership level determines voice, influence, and responsibility—not marketing exposure.


ELIGIBILITY REQUIREMENTS (MANDATORY)


To qualify for Executive-Level membership, applicant organizations must meet all baseline criteria:


  1. Executive Authority
     
    • Membership must be sponsored and maintained by a C-suite executive, President, Managing Partner, or Flag-level equivalent with decision-making authority.
       
    • Delegation below the Vice President level is not permitted.
       

              2.   Defense Market Engagement
 

  • Active participation in federal or defense contracting, demonstrated by at least one of the following:
     
    • Prime or subcontractor status on federal/DoD contracts
       
    • Documented pipeline or proposal activity within the last 24 months
       
    • Defense-relevant commercial capabilities with clear dual-use application
       

              3.   Operational Compliance
 

  • Adherence to all applicable federal statutes and regulations, including:
     
    • FAR/DFARS
       
    • Cybersecurity requirements (e.g., NIST, CMMC as applicable)
       
    • Ethics, procurement integrity, and export controls
       
  • No unresolved suspensions, debarments, or integrity violations.
     

                 4.   Strategic Contribution
 

  • Willingness to actively contribute to councils, working groups, policy discussions, or mission initiatives.
     
  • Passive or “logo-only” participation is grounds for denial or removal.


GOVERNANCE & ACCOUNTABILITY

  • Membership is reviewed annually for compliance, participation, and strategic alignment.
     
  • Failure to meet engagement or ethical standards may result in probation or termination.
     
  • Pricing reflects access, influence, and operational value—not marketing exposure.

Tier I — Defense Associate Member

ELIGIBILITY REQUIREMENTS (MANDATORY)

 Tier I— Defense Associate Member

$10,000 annually


Purpose:
Entry-level access for defense-aligned firms seeking integration into the FCCoC Defense Enterprise ecosystem without governance authority.


Eligibility Requirements:

  • Defense-relevant capability or services
     
  • Demonstrated interest in federal or DoD markets
     
  • Executive or senior management sponsor (Director level or above)
     
  • No adverse compliance history
     

Access & Privileges:

  • Participation in select Defense Councils and working groups
     
  • Access to Defense Enterprise briefings and education forums
     
  • Inclusion in member capability exchanges and networking engagements
     
  • Eligibility to apply for advancement to Command or Executive levels
     

Limitations:

  • No voting rights
     
  • No policy authorship authority
     
  • No governance or leadership positions
     
  • Observational status only in Executive sessions
     

Intent:
Prepare firms for higher-level participation while assessing readiness, discipline, and alignment.

$25,000 annually


Purpose:
Operational contributors with demonstrated capability, positioned below Executive Command but above associate status.

Eligibility Requirements:

  • Active or imminent participation in federal or defense contracting
     
  • Executive sponsor at the Vice President or equivalent level
     
  • Commitment to active participation in at least one Defense Council
     
  • Compliance with FAR/DFARS and applicable cybersecurity standards
     

Access & Privileges:

  • Structured participation in Defense Councils and cross-domain initiatives
     
  • Limited voting rights at the council level (no Executive Branch votes)
     
  • Priority access to Defense Enterprise intelligence, collaboration, and initiatives
     
  • Eligibility to serve in deputy or supporting leadership roles
     

Limitations:

  • No Executive Branch governance authority
     
  • No independent policy release authority
     
  • Advancement subject to annual performance review
     

Intent:
Serve as the operational backbone supporting Executive strategy and enterprise execution.

  • Annual revenue: $1M–$10M (or defense-equivalent capability)
     
  • Designated Executive Representative
     
  • Participation in at least one Defense Council
     

Privileges:

  • Full voting rights within Defense Enterprise governance
     
  • Direct access to FCCoC Executive Branch briefings
     
  • Eligibility for leadership roles within councils
     
  • Priority inclusion in policy advocacy and industry coordination efforts

  • Advisory influence on FCCoC Defense priorities
     
  • Executive-level roundtables with government and industry leaders
