FCCOC® Veteran Contractor Advancement Initiative (VCAI)
The Federal Contractors Chamber of Commerce (FCCOC®) is committed to strengthening the readiness, competitiveness, and long-term success of veteran-owned businesses seeking to enter or expand within the federal contracting marketplace. The Veteran Contractor Advancement Initiative (VCAI) is designed to help translate the leadership, discipline, and mission-focused experience gained through military service into the procurement knowledge and business capabilities required to compete in the federal marketplace.
Through structured education, practical procurement instruction, industry engagement, and business readiness assessments, the initiative will equip veteran entrepreneurs with a clearer understanding of federal acquisition requirements, contract opportunities, solicitation analysis, proposal preparation, and contract performance. The program is designed to complement existing veteran business assistance resources by emphasizing not only access to contracting opportunities, but also the knowledge and preparation necessary to pursue those opportunities effectively.
As part of FCCOC®’s FY2027 commitment to small-business advancement and industry advocacy, VCAI will also help identify barriers affecting veteran-owned contractors and promote constructive engagement with government agencies, prime contractors, and industry stakeholders. Our objective is straightforward: to help veteran-owned businesses move beyond eligibility and toward informed competition, operational readiness, and sustainable growth in federal contracting.
The Initiatives
Federal Contracting Readiness
Help veteran business owners understand how federal procurement works, including the FAR, solicitations, evaluation criteria, contract types, and government acquisition procedures.
Contract Opportunity & Bid Readiness
Provide instruction on solicitation analysis, bid/no-bid decisions, proposal compliance, past performance, pricing considerations, subcontracting, and common procurement mistakes.
Prime Contractor & Industry Connections
Facilitate introductions to prime contractors, supplier-diversity teams, federal procurement professionals, and established industry partners seeking qualified small-business subcontractors.
Veteran Business Growth & Sustainability
Offer structured business assessments covering operational capacity, financial readiness, compliance systems, contract performance, and strategies for transitioning from subcontractor to prime contractor.
Our VCAI focus areas:
Our approach complements existing veteran business assistance programs while stay true to our industry-focused education and advocacy organization.
At FCCOC®, we do more than help veterans enter the federal contracting marketplace. We educate and guide them in understanding the rules, processes, procedures, statutes, and laws that govern federal procurement—equipping them to make informed business decisions, compete strategically, and build the capabilities necessary to successfully perform federal contracts.
Educate. Prepare. Advance.
The Federal Contractors Chamber of Commerce (FCCOC®) is committed to strengthening the competitiveness, procurement readiness, and long-term growth of women-owned small businesses seeking to enter or expand within the federal contracting marketplace. The Women-Owned Small Business Advancement Initiative (WOSBAI) is designed to help women entrepreneurs move beyond business eligibility and certification toward a practical understanding of federal acquisition, contract opportunities, and the requirements for competing successfully in a complex and highly regulated procurement environment.
Through structured education, applied procurement instruction, business readiness assessments, and industry engagement, the initiative will equip women-owned businesses with the knowledge and tools to evaluate contract opportunities, interpret solicitations, develop competitive proposals, understand subcontracting pathways, and manage contract performance responsibilities. The program will complement existing small-business assistance resources by emphasizing the practical application of procurement rules, informed business decisions, and the operational capabilities required to pursue sustainable federal contracting opportunities.
As part of FCCOC®’s FY2027 commitment to small-business advancement and industry advocacy, WOSBAI will also seek to identify barriers affecting women-owned contractors and encourage constructive engagement with federal agencies, prime contractors, and industry stakeholders. Our objective is straightforward: to help women-owned businesses move beyond certification and toward informed competition, stronger contracting capabilities, and sustainable growth in the federal marketplace.
