National Board of Governors
The FCCoC National Board of Governors functions as the strategic command authority responsible for guiding the Chamber’s national mission, operational priorities, fiscal posture, and long-range impact across the U.S. federal industrial base. This governing body consists of senior leaders drawn from: - Former Federal Senior Executives (SES) - Defense Acquisition and Federal Procurement Senior Leaders - C-suite Industry Commanders & Fortune-500 Executives - National Security, Supply Chain, Infrastructure, and Technology Experts
Board Responsibilities
- Establish strategic direction for the Chamber’s national agenda
- Provide oversight for all education, training, and certification programs
- Approve national policy positions and advocacy initiatives
- Maintain governance over financial stewardship and organizational growth
- Ensure FCCoC aligns with national security, economic strength, and industrial readiness priorities
Executive Advisory Board
A specialized body of subject-matter experts in federal acquisition, FAR/DFARS policy, contracting law, cybersecurity, supply chain resilience, and mission support. This board: - Provides technical guidance to certification programs - Advises on national-level acquisition challenges - Ensures FCCoC members gain credible, actionable insights backed by authoritative expertise - Supports development of mission-critical partnerships across government and industry

The FCCoC Defense Business Enterprise is structured on tiered authority, disciplined access, and mission contribution. Membership level determines voice, influence, and responsibility—not marketing exposure.
ELIGIBILITY REQUIREMENTS (MANDATORY)
To qualify for Executive-Level membership, applicant organizations must meet all baseline criteria:
- Executive Authority
- Membership must be sponsored and maintained by a C-suite executive, President, Managing Partner, or Flag-level equivalent with decision-making authority.
- Delegation below the Vice President level is not permitted.

2. Defense Market Engagement
- Active participation in federal or defense contracting, demonstrated by at least one of the following:

3. Operational Compliance
- Adherence to all applicable federal statutes and regulations, including:
