Chamber President Joey Grismore- dressed in a black suit with red tie sitting a black chair

Joey Grismore

President & Chief Executive Officer
Federal Contractors Chamber of Commerce (FCCoC)
“Commanding the Industrial Force Behind America’s Mission Readiness.”

As President and Chief Executive Officer of the Federal Contractors Chamber of Commerce (FCCoC), Joey Grismore leads the vision of being a national federal contracting think tank and strategic industry forum, focusing on strengthening the readiness, capability, and resilience of the United States federal contractors’ industrial base.

Mr. Grismore directs the Chamber’s mission to forge an army of Fortune-500–caliber federal contractors—equipping organizations of every size to engage, compete, and win in the nation’s most demanding marketplace. Through his leadership, the FCCoC delivers a battle-tested system of mastery, integrating acquisition training, regulatory insight, and strategic positioning to strengthen the industrial backbone supporting the United States.

He also builds alliances across all echelons of government and industry—including state, city, and local chambers, and federal procurement education partners—to ensure small businesses receive elite instruction in the Federal Acquisition Regulation (FAR), statutory interpretation, and real-world federal contracting operations.

Professional Background

A U.S. Navy veteran and federal acquisition professional with nearly two decades of service, Mr. Grismore has executed mission-critical roles across:

  • U.S. Army Corps of Engineers
  • United States Army
  • Department of Veterans Affairs
  • U.S. Department of Agriculture

His career spans the full operational spectrum of federal acquisition—requirements development, solicitation planning, source selection, contract award, and post-award oversight. He has commanded acquisition teams in construction and A/E contracting, program management, compliance, policy interpretation, and large-scale federal procurement operations.

Credentials & Certifications

Mr. Grismore holds a B.A. in Legal Administration and numerous advanced federal acquisition credentials, including:

  • Warranted Contracting Officer
  • Construction / A&E Contracting Officer
  • Contract Administrator / Manager
  • Project Manager
  • Acquisition Utilization Specialist
  • Acquisition Disaster Response Task Force Manager
  • Federal Acquisition Case Law Analyst (CLA)
  • SAM.gov Business Professional™
  • SAM.gov Train-the-Trainer Professional™

Publications

Mr. Grismore is the author of the Master Series: The Rules to the Game—a suite of advanced acquisition training manuals engineered to prepare contractors for high-stakes federal competition.

Book One: Mastering SAM.gov delivers step-by-step instruction on:

  • Leveraging SAM.gov tools for competitive advantage
  • Understanding every document tab and its operational purpose
  • Knowing when and how to engage federal opportunities
  • Identifying government procedural errors and initiating corrective action

Leadership Philosophy

Grounded in military discipline and the federal service ethos, Mr. Grismore leads with the same values that define America’s armed forces—duty, precision, integrity, and accountability. He commands with purpose, operates with decisiveness, and serves with honor, recognizing that the strength of the FCCoC is a direct reflection of the contractors who defend the nation’s industrial readiness.

“Leadership is not position—it is command. And command requires service.”
— Joey Grismore
