The Federal Contractors Chamber of Commerce (FCCoC) proudly presents the Federal Contracting – Subcontract Program (Mastery Level)—a comprehensive, advanced‐level training designed for acquisition professionals, small business advocates, compliance officers, program managers, and prime contractors seeking to master the policies, procedures, and legal frameworks governing federal subcontracting.

Mastery-Level Federal Acquisition Course
FCCoC® 7051 is an advanced, mastery-level course designed for contracting professionals, acquisition leaders, engineers, architects, program managers, legal and policy professionals, and experienced contractors who are responsible for acquiring, competing, negotiating, administering, or performing Architect–Engineer (A-E) services for the Federal Government.
The course moves beyond memorizing FAR provisions. Participants will be expected to interpret the regulatory framework, exercise acquisition judgment, identify risk, defend acquisition decisions, analyze competing qualifications, develop negotiation positions, and defend their conclusions before an experienced acquisition review panel.
The course is built around the principle that A-E contracting is not simply another negotiated procurement. The Federal acquisition framework establishes a specialized process in which professional qualifications and demonstrated competence drive the initial selection, followed by negotiation of a fair and reasonable price with the selected firm. FAR 36.601-1 requires public announcement of A-E requirements and negotiation based on demonstrated competence and qualifications at fair and reasonable prices; FAR 36.601-2 expressly treats acquisitions conducted under Subpart 36.6 as a competitive procedure. COURSE PURPOSE
The purpose of FCCoC® 7051 is to develop the participant's ability to manage an A-E acquisition as an integrated acquisition system, rather than as a collection of isolated FAR requirements.
Participants will examine the acquisition from the initial question:
“Is this actually an A-E requirement?”
through:
“How should the Government compete and select the most highly qualified firm?”
to:
“How does the Government establish a defensible negotiation position and obtain a fair and reasonable price?”
and ultimately:
“How does the Government manage technical quality, modifications, performance, liability, and closeout after award?”
Mastery Level Curriculum Studies
At the completion of FCCoC® 7051, participants should be able to take a complex A-E requirement and independently:
Recognize whether the requirement falls within the statutory and regulatory A-E framework;
Design an acquisition strategy consistent with the FAR, applicable statutes, agency supplements, and project requirements;
Develop a defensible announcement and evaluation methodology;
Evaluate A-E qualifications and defend the ranking of firms;
Construct and defend an independent Government estimate;
Develop prenegotiation objectives;
Conduct and document a professional negotiation;
Award and administer the contract;

COURSE ARCHITECTURE
FCCoC® 5051 is organized into eight mastery modules, corresponding to the complete A-E acquisition lifecycle. This is a performance-based mastery program.
